We can follow these steps to make wavy text in Photoshop ,
1. Go to left tool bar, and choose Type Tool
2. Click on artwork, and start to type
3. After typing , and go to top option bar, and select Create Warp Text
4. In Warp Style, choose Wave
5. Adjust settings in Wave Warp Type window
