We can follow below steps to rotate image canvas in Photoshop
1. Open image in Photoshop
2. Go to image > Image Rotation, we can choose the angle that we want to rotate.
How to rotate layer in Photoshop
We can follow below steps to rotate layer in Photoshop
1. Select layer that we want to rotate
2. Go to Edit > Transform > Rotate
3. Then we can move cursor out of layer, and then click and drag to rotate layer
